Community Action Agency of Delaware County, Inc. (CAADC) partners with several local utility companies and the Pennsylvania Department of Community and Economic Development to provide comprehensive services and information designed to increase household efficiency, reduce energy costs and conserve energy.
CAADC implements water conservation measures and plumbing retrofits in households serviced by Aqua PA and Chester Water Authority.

Helping Hand - Aqua PA
Aqua PA, in partnership with CAADC, provides payment arrangements with customers who have a past due bill of $110 or more. The bill must be at least 30 days past due and a good faith payment is required (amount determined by Aqua PA).
Helping Hand - Chester Water Authority:
Chester Water Authority, in partnership with CAADC, provides a program for residents of Chester City only. Clients must have a past due water bill, the service must still be on, and a good faith payment of $25 is required.
